Kingston Rail Crossing Study
The Ulster County Transportation Council, in partnership with the City of Kingston, completedthe Kingston Rail Crossing Safety Study in 2024. The purpose of the study was to evaluate and enhance safety along the regional West Shore (CSX) Railroad Corridor in the City of Kingston. The study assesses existing street crossings, crashes, and trespass incidents along the rail corridor while considering the impact of surrounding land uses. Findings and data from the City of Kingston/Town of Ulster Quiet Zone Study (2006) will be reassessed and considered as part of this effort.

swick asked 4 months agoThanks for your question. While the improvements to the pavements at the Smith and Foxhall crossings are certainly welcome, they are not part of any coordinated effort to implement a quiet zone in Kingston. Federal Railroad Admin is responsible for approving quiet zones; the process is explained in detail in this manual. Four-quadrant gates are the most crucial part of a quiet zone crossing improvement; other facilities must be included, such as stanchions; all facilities must be approved by the FRA. Additional improvements are likely to follow at Foxhall and Flatbush avenues in the near future as part of an ongoing Safe and Accessible project, but at this time the City of Kingston has not initiated a formal quiet zone improvement project. None of the recent or upcoming improvements would prevent a quiet zone from being implemented in the future.

Paul C asked about 1 year agoYes, the analysis and recommendations have concluded that Federal Railroad Administration-compliant quiet zones are feasible in the study area.

Share I don't really know how to mitigate the existing inherently dangerous rail crossings and right of way trespass issues. Still I wish all the best with the meeting. One thing I will say is I was a school bus monitor with a local company and was made aware that school buses could not use the crossing in town of Ulster , near Morton Blvd and the Stewart's. While the crossing at Boices Lane in the Town of Ulster is outside the scope of this project, the Town and their consultant firm are presently engaged with CSX and NYSDOT to design and construct improvements to the signals at Morton, Boices, and John Clark Blvd. Construction is presently estimated to take place in late 2026.
