Bus to Bus Transfer Point Relocation (Kingston Plaza to Development Court)
Why is the UCAT bus-to-bus transfer point moving from Kingston Plaza?
For many years, UCAT has served Kingston Plaza and used it as a transfer point for UCAT buses. With a significant increase in numbers of riders congregating at the Plaza, the Plaza owner will no longer allow the property to serve as a transfer point; however, the owner does support continued bus service to the Plaza (currently, the KPL and KS buses).
Why is the bus-to-bus transfer point being moved to Development Court?
The County only had 30 days to relocate the transfer point under the conditional permit with the Plaza, allowing little time to identify and secure a new location. Unlike the Kingston Plaza, Development Court is a County-owned property and is the closest property to the Plaza that could accommodate the volume of people and buses that had been transferring at the Plaza. This is a transitional solution as UCAT identifies permanent solutions as part of the Route Optimization Plan currently underway.
When did the County learn that UCAT would no longer be allowed to use the Plaza as a bus-to-bus transfer point?
The County was informed on July 30, 2025, and had 30 days under the conditional permit with the Plaza to identify an alternative location.
Why were the transfer point and route changes not announced sooner?
It took several weeks to plan for the new transfer point location and finalize the route and schedule changes after the July 30 notice from the Kingston Plaza.
Will riders have to travel to Development Court to catch a bus?
No, riders can catch a number of different buses that make stops in Uptown Kingston (e.g., Blue, Yellow, KPL, CL, Z) that also stop at Development Court. For full route information, visit Routes / Schedules / Maps – UCAT.
Will Kingston Plaza/Hannaford still be accessible by UCAT buses?
Yes! Both the KPL and KS buses will still run to the Plaza; it’s just no longer a bus-to-bus transfer point for all Kingston buses. For full route information, visit Routes / Schedules / Maps – UCAT.
What was the security arrangement at Kingston Plaza?
In June, the County entered into a conditional permit with the Plaza owner, agreeing to provide security for the bus stop as a condition of the permit. Starting in July, a security officer from Towers Security was stationed at the designated bus stop in the Plaza.
Will there be security at Development Court as well?
Yes, security will be provided at the Development Court site.
What amenities will be available at the Development Court transfer point?
The County will install additional bus shelters and benches at Development Court and is working to secure convenient access to a restroom.
Will Development Court be the permanent UCAT bus-to-bus transfer point for Kingston?
No. UCAT has been working on a Route Optimization Plan – based on rider data and passenger surveys – to improve its services. It will identify and evaluate alternative transfer points for the future as part of this Plan. Updates about the Plan will be provided on a Participate Ulster Page in the coming weeks.
Is the County working with the City of Kingston to relocate the bus-to-bus transfer point?
The County Executive’s Office has been in communication with Mayor Noble about the current situation, and the County and City are in agreement on continuing to evaluate other sites for the transfer point. We will keep working with the City as we finalize the Route Optimization Plan.
Is this change the result of UCAT’s Route Optimization Plan?
No, the transfer point relocation is not a result of this Plan. Other route changes rolling out at the same time are aligned with the goals of the Route Optimization Plan; however, it’s important to note that the Plan is still being finalized.
