UCAT Changes, Effective Sept. 15
Starting September 15, the County will no longer be using the Kingston Plaza (where Hannaford is located) as a UCAT bus-to-bus transfer point. This major transfer point will be relocated to Development Court on Ulster Ave. At the same time, UCAT is also introducing some route changes to address operational concerns and enhance service reliability.
We understand that news of these changes has been confusing and frustrating to many UCAT riders, and we’ve created this Participate Page to keep you informed and updated, and to answer any questions you may have.

We needed to relocate the Plaza transfer point and adjust routes very quickly, so we had to use property that the County already owned. Purchasing other property or executing agreements in order to use other facilities were not options with the timeframe we had.
To prevent any more upheaval, we are planning to use Development Court as the main Kingston bus-to-bus transfer point until the Route Optimization Plan is finalized and we can implement a data-based solution.
We appreciate your suggestions and are passing them along to the Route Optimization Plan team for consideration. Let us know if you have any other questions!

The Blue route goes through Kingston and stops at SUNY Ulster’s Kingston Campus.
The CL route stops at SUNY Ulster’s Stone Ridge campus and stops at two locations on SUNY New Paltz’s campus.
The E route stops at SUNY Ulster’s Stone Ridge campus.

Thanks for the questions! The owner of Kingston Plaza requested in August that UCAT no longer use the Plaza as its main bus-to-bus transfer point in Kingston. The County only had 30 days to relocate the transfer point, allowing little time to identify and secure a new location. Development Court is a County-owned property and is the closest property to the Plaza that could accommodate the volume of people and buses that had been transferring at the Plaza. This is a transitional solution as UCAT identifies permanent solutions as part of its in-process Route Optimization Plan.
It’s important to know that you will not need to go to Development Court to catch a UCAT bus. There are still UCAT stops throughout Kingston and the County. Thank you for your questions! Info about the September 15 route changes is available on the UCAT website: Routes / Schedules / Maps – UCAT. In the future, if route changes are proposed, announcements would be on this webpage at least 30 days before they take effect. The UCAT website is a good source for all changes.
UCAT routes will continue to serve central areas in Kingston, Woodstock, and Hurley that are walkable for senior citizens. UCAT buses are also able to accommodate wheelchairs and other mobility aids.
UCAT also operates several convenient services for seniors:
- Seniors have access to a weekly shopping bus that offers rides to and from Kingston for shopping. More information, and a number to call for additional assistance, is available here: Senior Services – UCAT
- Additionally, UCAT has a paratransit service to provide rides to those unable to use the fixed-route service. Full information is available here: ADA Paratransit – UCAT.

Thank you for your question! Yes, you will still be able to take UCAT buses to Hannaford/Kingston Plaza. Here’s some specific route info for you:
The Blue Route will no longer be stopping at Kingston Plaza, but will still stop within walking distance at the corner of Wall St and N Front St.
If you need direct service into the Kingston Plaza, you can transfer from the Blue Route to the KS bus at Development Court. There is only a 6-minute scheduled wait between those two buses. The KS bus will then take you directly into the Plaza.
