UCAT Changes, Effective Sept. 15
Starting September 15, the County will no longer be using the Kingston Plaza (where Hannaford is located) as a UCAT bus-to-bus transfer point. This major transfer point will be relocated to Development Court on Ulster Ave. At the same time, UCAT is also introducing some route changes to address operational concerns and enhance service reliability.
We understand that news of these changes has been confusing and frustrating to many UCAT riders, and we’ve created this Participate Page to keep you informed and updated, and to answer any questions you may have.

Updated UCAT map for the greater Kingston Area - Effective Sept. 15

These route changes allow UCAT to more efficiently utilize its current resources in an effort to improve the reliability of its service. One of the Route Optimization Plan's main goals is to make UCAT service more reliable. In that way, these changes are aligned with the ROP. That being said, these changes are not directly a part of the ROP, which will be released later this month.

Routes will continue to run the same days they have always run, and weekend schedules are not changing from what they were before the Sept. 15 route changes, except for the elimination of the New Paltz Loop. This is Matt from the County Executive's office. Thank you for your question! No, the SUNY New Paltz community was not directly involved in this decision, but I’d like to clarify what’s happened to the NPL route and why.
NPL ridership was very low – an average of less than one rider per hour over the last year. When the NPL couldn’t run due to driver absences, the UPL, KPL, and/or CL covered its stops. UCAT never received complaints about this service change when it occurred. This evidence showed that UCAT could meet rider needs in New Paltz with the new UPL, KPL, and CL routes, which together service all of the former NPL stops. Eliminating the NPL frees up a bus and a driver, making UCAT service more reliable county-wide.
I also want to highlight UCAT’s Paratransit services for disabled riders and senior services for elderly riders, which are also available to support riders in New Paltz.
We encourage riders to offer feedback on how the new route is working for them. If riders express that their needs in New Paltz are not being met, then UCAT can make adjustments to the schedule.

Yes, you’re right, that CL stop won’t leave Development Court until 12:30. The extra time lets the CL line up with the E route and gives drivers a chance to stretch their legs. Apologies for the confusion. I’ve flagged that for the folks over at UCAT. Good thing the CL schedule saying noon won’t make anyone late to catch the bus!

Many residents in the Catskills rely on that destination to purchase groceries, medical supplies at Walgreens, and to obtain other important resources. I would urge you to reconsider the Sept. 15 UCAT changes! Thank you for your questions!
For the wellbeing of UCAT’s drivers, and the quality and reliability of its service, the Z route has been restructured into two 8-hour shifts each day. As a result, the number of trips each day had to be reduced, and the Pine Hill stops at the end of each shift had to be cut.The Z still goes to Pine Hill several times per day, and based on UCAT’s ridership data, these trips should be able to accommodate the vast majority of passengers from the area between Phoenicia and Pine Hill (the Pine Hill run often sees one or no riders each day).
UCAT also offers Paratransit services for disabled riders, senior services for elderly riders, and a weekly rural shopping route for many areas (The portion of the Z route from Shokan to Pine Hill is serviced every Monday). These services, together with the Z route, should be able to accommodate riders’ transportation needs.
If, after the route changes go into effect, riders’ needs are not being met, then UCAT can make adjustments to the schedule.

The UPL route runs Mon-Sun and will stop at the Rosendale Park and Ride and then continue on to Kingston at 12:45 and 10:20 PM. It also runs from the New Paltz Stewart’s to Kingston 8 times between 6:45 AM and 10:12 PM, but it will only stop at Stewart’s if you flag it down or call dispatch ahead of time to request the stop.
