The Ulster County Home Energy Program is specifically tailored for HEAP recipients in our community. This program is designed to bring real, money-saving benefits to families receiving HEAP assistance, through programs offered by the New York State Research and Development Authority (NYSERDA) focusing on residential energy efficiency and reducing utility costs.

Own or rent single-family home or multifamily home with up to 4 units

Own a condo with its own heating and cooling systems

Household income is within income guidelines
  1. Households that receive HEAP, SNAP, TANF, or SSI benefits are automatically eligible for EmPower+ program

*EmPower+ can also serve buildings occupied by low-income tenants with 100 units or less

Income-Based Incentives

Three levels of energy-reduction incentives are available, ranging from $1,000-$4,000, depending on the improvements to the home.

**Additional incentives may be made available for heat pump installation.

  • Single Family: 100% FREE
  • For 2-4 Family Rental Units up to $10,000 for initial unit and $5,000 for each additional eligible unit
  • Single Family: 100% FREE
  • For 2-4 Family Rental Units up to $5,000 for initial unit and $2,500 for each additional eligible unit

GOOD ($1,000): Seal and insulate attic and rim joist

BETTER ($2,500): Seal and insulate attic and rim joist & insulate walls and floors

BEST ($4,000): Seal and insulate attic and rim joist & insulate walls and floors & retrofit windows with ENERGY STAR products

  • LED Lighting Retrofit
  • Attic/Wall insulation
  • Air Sealing
  • Replacement of old Refrigerators
  • Heating System Upgrades
    1. Heat Pumps
